Waverley’s founders, Matt Brown and David Multer, worked together for many years in Silicon Valley—first as engineers and eventually as partners managing entire engineering organizations. They realized they balanced each other well: Matt focused on managing engineering teams and projects. David supplied the technical leadership.

Matt and David founded Waverley with two thoughts in mind: To use their engineering and management skills to develop great software. And to run the kind of company where they would want to work—a company that took care of both its customers and its employees.
They also wanted to structure the company to take advantage of offshore development economics, but to still give customers a local project manager to work with.
The management core of the company is based in Palo Alto, California. This includes Matt, David, and the Program Managers. The engineering team has over 400 developers and is located in Romania and Bulgaria.
If you were to visit Waverley’s offices in Romania and Bulgaria, it would look very familiar. You would pull up to a modern office building in a commercial district, a receptionist would greet you and take you to a fully-equipped conference room. You would see engineers working with the best equipment and tools. And of course playing ping-pong and foosball while they take a break!
If you talked to the IT department, you’d learn that the building is equipped with card-key access, it has a backup generator for power, and that they use VLAN for network security.
The engineering staff comes from the best local universities. Turnover is low, especially among the senior engineering managers. Waverley continually invests in education and tools that expand their skills and make them more productive.
